Council Project – Boscawen Road
In 2018, the acquisition of 8 Boscawen Road (formerly a bank) was undertaken with the initial intent of preserving the existing cash machines and facilitating some form of banking services for Perranporth. In 2019, Perranzabuloe Parish Council (PPC) embarked on a consultation process to explore the transformation of this property into Civic Offices, a Library, and rental accommodations. Regrettably, the project faced a setback when a grant application was unsuccessful, leading to its suspension due to financial constraints. The building was purchased for £270k. So far, costs on this building (including legal fees, professional fees, rates etc) have totalled £374k to date.
Fast forward to January 2024, PPC initiated a comprehensive review of its property portfolio in alignment with the Draft Strategic Objectives 2023-2025 (which was reviewed and updated in the new Council year 2024 – Objectives and Key Results 2024-2025) and the Management of Property Portfolio and Disposal of Council Land Policy. Recognising the need to decide on the future of 8 Boscawen Road, a strategic approach involved evaluating other properties and their potential uses. The overarching goal was to ensure optimal utilisation of each building within the portfolio, considering opportunities for increased usage and alternative purposes. This strategy, when published in January 2025, will include detailed records of each meeting, aiming to transparently inform the public about the reasons behind decisions and the process leading to the formulation of the Strategic Plan.
At the Full Council Meeting held on 23 September 2024, as part of this strategic plan, a decision was made to relocate the current Library from Oddfellows Hall to the more spacious premises of the Old Bank, thereby creating a new Community Library.
Earmarked reserves (EMRs) have been established to provide financial support for the project, with the remaining building costs expected to be covered by the 2025-26 Budget. If any suitable grants are identified, PPC will actively pursue grant applications. In such cases, the project timeline may be adjusted to accommodate the grant application process. Nevertheless, PPC remains committed to ensuring the project’s full delivery. The aim is to open the new Community Library towards the end of 2025.
PPC is currently in the process of obtaining planning permission and is shortly going out to tender for these refurbishment works to create a Community Library for the Parish of Perranzabuloe. Watch this space…
