Purpose

The purpose of the Droskyn Land and Buildings Steering Group (“the Group”) is to respond to and address immediate and urgent matters relating to the management, maintenance, use, and protection of the Droskyn site (land and buildings). This includes ensuring statutory compliance, public safety, asset protection, and effective communication with stakeholders.

Membership

  • Three elected members, plus the Clerk, the Library Manager and the Property Manager.
  • The Chair shall be elected by members of the Group at the first meeting.
  • The Clerk shall attend meetings to provide advice and maintain records.
  • The Group shall meet as required to address urgent issues.
  • Meetings to be advertised in accordance with Standing Orders (3 clear working days) and advertised in the usual manner (website and noticeboards).

Delegated Authority

  • Respond promptly to health and safety issues or statutory compliance matters.
  • Liaise with professional advisors, contractors, or the tenant where appropriate.
  • Ensure decisions align with the Council’s legal and financial obligations.
  • No authority to enter into new lease agreements or terminate existing leases.
  • Any potential or actual breaches of lease agreements must be reported to and discussed by the Finance & Operations (F&O) Committee; no enforcement action without F&O approval.

Reporting and Accountability

  • All actions and decisions of the Group must be recorded in minutes and submitted to the next F&O Committee meeting.
  • The Group must operate transparently and ensure that decisions are made in the public interest, in line with legal obligations and the Management of Property Portfolio and Disposal of Council Assets Policy.
  • Where time permits and urgency is not compromised, issues should be referred to F&O or Full Council.

Limitations

  • Must not make decisions that contravene the Local Government Act 1972 or other relevant legislation.
  • Must not create binding contractual obligations without Full Council approval (unless explicitly authorised).

Review

These Terms of Reference shall be reviewed annually, or sooner if required, by Full Council to ensure they remain appropriate and legally compliant.
