1. Introduction
- Perranporth Beach, the village and the wider Perranzabuloe Parish are recognised as family-orientated, offering a unique combination of expansive areas of soft golden sands, ancient sand dunes and public open green spaces, as well as easy access to many amenities.
- Traditional beach activities such as paddling and swimming, rock pooling and beach games are further enhanced by Perranporth’s international reputation as a fine Atlantic coast surfing destination. Only licensed Surf Schools are allowed to operate on Perranporth Beach and the presence of both the Surf Life Saving Club and the RNLI exemplifies the beach as being safe and well stewarded at peak times, whilst also highlighting the necessity for caution and respect for the water.
- Perranporth is also well known as a beach favoured by dog walkers and the Perranzabuloe Parish Council (PPC) monitors this closely to ensure this works for the overall benefit of all beach users.
- Historically the cultural heritage of Perranporth is linked to the extensive mining activity that was largely responsible for the establishment of this coastal village and this is reflected in the exposed cliffs along the extent of the beach, most notably around Droskyn Point. Within the dunes is the ancient oratory of St Piran, the Saint who is credited with bringing Christianity to Cornwall and whose flag is recognised as a symbol of Cornwall itself.
2. Policy
- The purpose of this policy is to set out the framework for filming and commercial photography on land owned or managed by PPC including the beach, dunes and other public spaces within the Parish where PPC has authority to consent. PPC can only give consent for activity on land within its ownership or control. Applicants are responsible for obtaining any additional permissions required from private landowners, Cornwall Council Highways (where permission is required to film on public roads, including where partial or temporary closure of a public highway is necessary to facilitate activities), the Civil Aviation Authority, Perranporth Airfield, Natural England or any other relevant body.
- PPC has a responsibility to ensure that permitted filming and photography activity on PPC land is appropriately organised, safely managed and compatible with public use of the area. Residents, visitors and other users of the beach, dunes, parks and open spaces should be able to enjoy those areas without unreasonable obstruction, disturbance or conflict with the family-friendly character of the Parish. PPC therefore reserves the right to refuse permission for any filming or photography request where it considers the proposed activity unsuitable, unsafe, inadequately managed or likely to cause unacceptable disruption.
- The description of ‘filming’ as set out in this policy includes feature films, television productions, commercial, music promotion videos, news articles, corporate filming, student/short films and commercial stills photography.
- Sites of Special Scientific Interest (SSSI) – there are several SSSI sites within the Perranzabuloe Parish. Where requests are made to film in these areas, sufficient notice to allow permission to be sought from Natural England is required (this can take up to 8-12 weeks). See map shown on page 8 in section 6.
- PPC owns land in the following areas as shown on map on page 8 in section 6:
- Perranporth Beach including Reen Sands, Penhale Sands & Penhale Dunes (small areas around Ancient Monuments)
- Cligga Head

- Registered charities may be eligible for a 50% discount. Special consideration may be given to Student Organisations and breaking news items (see 3.2).
- News filming: Breaking news filming, where the subject matter could not reasonably have been planned in advance and requires immediate attendance, will not normally incur a filming fee, although the applicant must still comply with any reasonable safety, access, environmental and insurance requirements. Planned news, current affairs or feature items, including items not specifically about Perranporth or Perranzabuloe Parish, will be treated as planned filming and the relevant charge will apply.
- Please notify the Parish Council in advance for all news filming.
- Payment of the fee is required before filming takes place.
- Charges are subject to an annual review.
4. Application Process
Prior to submitting your application, you should:
- Allow six weeks’ notice before the proposed filming date to give PPC time to check the location, review the application and seek committee approval where required. Applications submitted with less than two weeks’ notice will not normally be accepted, except for genuine breaking news filming.
- Inspect the site and ensure that it is suitable for the purpose and check that the land falls within the ownership of PPC (see maps on pages 7 and 8 in Section 6). If you have any questions or queries please contact: office@perranzabuloe-pc.gov.uk (office hours 8.30am to 5pm, Monday to Thursday)
- Provide a What3Words location for the proposed filming.
- You need to ensure that any queries you have regarding the application are resolved prior to submission. It is important to note that PPC cannot give you professional or legal advice.
- Check that you do not need to seek further permissions from other agencies such as permissions to fly a drone or film on a SSSI (see section 2.4 and 2.7).
Submitting your application
- Film makers are required to fill out an application form (section 7) and return it along with a copy of valid insurance policy (providing evidence of a minimum of £10 million Employer’s Liability Insurance and a minimum of £10 million Public Liability cover) and copies of any risk assessments, to the contact on the application form.
- Student productions should be able to provide a copy of the school/college/university’s public liability insurance, and a copy of the project risk assessment and submit the application via a student email address.
5. Decision Making
- The film maker’s completed application form and copies of insurance policy evidence, along with any risk assessments will be sent to the Public Spaces Committee for approval.
- PPC will endeavour to accommodate appropriate filming requests where the proposed activity does not unreasonably disrupt, obstruct or adversely affect the public’s use and enjoyment of the area. However, the submission of an application does not guarantee approval, and PPC reserves the absolute right, at its sole discretion, to refuse any application where one or more of the following applies:
- The applicant fails to provide satisfactory evidence of Public Liability Insurance with a minimum level of indemnity of £10 million.
- One or more members of the Public Spaces Committee considers that the proposed filming presents, or may present, an unacceptable risk to public safety, health or welfare.
- PPC considers that the nature, scale, location or timing of the proposed filming is likely to have an adverse impact on the parish, its land or property, the local environment, neighbouring residents or businesses, or the use and enjoyment of the area by members of the public.
- PPC reasonably considers that the proposed filming may damage, prejudice or adversely affect the reputation, assets, facilities or interests of PPC or the wider parish.
- The applicant has provided incomplete, inaccurate or misleading information in support of the application, or has failed to comply with any reasonable request for further information.
- The applicant has previously failed to comply with the terms of a filming permission granted by PPC or has otherwise demonstrated conduct that gives PPC reasonable grounds for concern regarding compliance with this Policy and Procedure.
