Perranporth Beach is privately owned and maintained by Perranzabuloe Parish Council. Horse riding is a permitted activity on the beach, subject to compliance with specific Byelaws and this policy. Gear Sands/Perran Sands (from Flat Rocks), is leased from the Duchy.  The Council reserves the right to introduce charges for riding schools and other commercial equestrian activities on the beach should future lease arrangement make this necessary.

Legal Framework – Byelaws

Horse riding on Perranporth Beach is regulated by Byelaws made under:

  • Section 82 of the Public Health Acts Amendment Act 1907; and
  • Section 235 of the Local Government Act 1972, with respect to the seashore and sand dunes.

Key Provisions Relevant to Horse Riding

2.1 No person shall:

  • Break in any horse or other animal;
  • Ride or drive any horse or other animal in a race; or
  • Ride or drive in a manner causing danger or annoyance to other users of the seashore or sand dunes.

2.2 Seasonal Restriction:

  • From 1st June to 30th September (inclusive), horses are not permitted on the beach between 10:00am and 6:00pm, unless exercising a lawful right or privilege.

Summary of Restrictions

Permitted Times:

  • October to May: Horses may be on the beach at any time.
  • June to September: Horses are only permitted on the beach before 10:00am and after 6:00pm.

Prohibited Activities:

  • Racing or galloping in a manner that causes risk, danger, or disruption.
  • Riding in areas where it may cause annoyance or danger to other beach users.

Important Considerations for Riders

While horse riding is welcome, riders must act responsibly and be mindful of other beach users. The Parish Council urges riders to:

  • Avoid busy periods, even when permitted by time/date (e.g., bank holidays), if it would be unsafe or disruptive to others.
  • Slow to a walk when approaching dog walkers or families.
  • Maintain distance from dogs and other groups where possible.
  • Respect all other beach users – as you would wish to be respected.

Access / Egress

Horse riders can access Perranporth Beach via:

  • Ramp – by Seiners Arms: Ramp may be slippery.
  • Promenade: Not recommended due to high foot traffic.
  • Rear of The Watering Hole: Most appropriate route for riders parked locally. Caution: Sheer unfenced drop to river – ride with extreme care.
  • Penhale Dunes: Suitable for those parked at Penhale Sands. Be aware: Uneven terrain, rabbit holes, and popular with dog walkers. This area is generally quieter.

Parking Options for Horseboxes / Trailers

  • Texaco Garage Car Park (Pay & Display): Usually accommodates horse lorries outside peak season. Check in advance for availability.
  • Chyanhale Car Park: Often suitable for trailers/lorries, depending on season and time of day.
  • Penhale Sands Layby: Limited space along road toward Trevellas. Offers access to a quieter section of the beach.

Note: All car parks require short road hacks. Use hi-vis gear and ensure horses are traffic-safe. Avoid riding through the town centre, especially during busy periods.

Safety and Responsibility

  • Ride at your own risk. The Parish Council accepts no liability for injury or incident.
  • Public liability insurance is required. Riding schools to provide the Parish Council with a copy of their public liability insurance.
  • Wear a riding helmet to current safety standards.
  • Use of back protectors or air vests is encouraged.
  • In case of emergency: Call 999. Due to the beach’s size, help may be some distance away – take all reasonable precautions to stay safe.
