Purpose
Chapel Rock, with its flag pole and hidden sea pool, is one of the most iconic and distinctive features on Perranporth Beach. This policy outlines the guidelines for illuminating Chapel Rock to ensure the respectful, safe, and effective use of lighting to highlight the landmark for significant events or causes.
Scope
This policy applies to all requests and decisions related to the illumination of Chapel Rock. It includes provisions for the types of events that may be considered, the process for submitting requests, and the criteria for approval.
Guiding Principles
- Respect for the Landmark: Chapel Rock is a distinctive feature on Perranporth Beach. All lighting decisions should maintain its integrity.
- Safety: Lighting installations must adhere to all safety regulations to ensure the protection of Chapel Rock, the environment, and the public.
- Environmental Considerations: Lighting should be energy-efficient and minimise light pollution, respecting local wildlife and natural surroundings.
Eligible Events and Causes
Lighting requests may be considered for:
- Awareness Campaigns: e.g., health awareness months.
- Historic Events: e.g., significant historical anniversaries.
- Special Requests: Unique or one-time events that hold significant importance.
Ineligible Events
Requests for lighting will not be approved for:
- Commercial Advertising: No lighting requests promoting commercial products, services, or businesses.
- Political Campaigns: No lighting for political parties, candidates, or campaigns.
- Controversial Causes: Any request that may provoke significant public dissent or controversy.
- Religious Campaigns: Any requests based on religious or spiritual beliefs.
Application Process
- Submission: Requests must be submitted at least 6 weeks in advance to the Administration Officer (admin@perranzabuloe-pc.gov.uk). Any requests within this time period will automatically be refused. Applicants should provide details about the event, desired date(s), time(s), lighting colours, and any special considerations. A risk assessment will also be required.
- Review: The Public Spaces and Services Committee will review applications.
- Approval: Decisions will be based on the event’s alignment with the guiding principles of this policy, community impact, and logistical feasibility. The Public Spaces and Services Committee will approve applications.
- Notification: Applicants will be notified of the decision within 2 days of the next available meeting.
Technical Specifications
- Lighting Equipment: Only approved lighting equipment and contractors may be used. The equipment must meet energy efficiency standards and minimise environmental impact.
- Duration: Lighting installations should be temporary and removed promptly after the event.
- Time Limits: Lighting will generally be permitted from dusk until midnight and tides must be considered.
- Transport of Lighting Equipment: Only designated beach vehicles capable of carrying the equipment will be permitted. These vehicles are allowed on the beach solely for setup, illumination, and takedown. The safety of beachgoers must be prioritised at all times.
Maintenance and Monitoring
- Responsibility: The applicant is responsible for all costs associated with the lighting, including installation, maintenance, and removal.
- Monitoring: The site will be monitored to ensure compliance with the approved lighting plan. Any damage to Chapel Rock or the surrounding area will be the financial responsibility of the applicant.
Exceptions and Amendments
- Exceptions: Full Council may make exceptions to this policy for extraordinary events or circumstances, provided they align with the guiding principles.
- This policy may be reviewed and amended periodically to reflect changing community values, environmental considerations, or technological advancements.
