1. Purpose and Scope
This Policy aims to regulate commercial activities conducted in public spaces to ensure they operate safely, legally, and without causing obstruction or nuisance. It outlines the requirements for service providers, including (for example) hair braiders and henna artists, to obtain necessary permissions, risk assessments, and insurance. The policy also distinguishes between street traders and service providers. By setting clear guidelines, the policy helps maintain public access, safety, and fair trading while ensuring that all necessary approvals are secured where applicable. PPC will not allow Street Traders (those who sell goods), even if the necessary approval from Cornwall Council is sought.
2. PPC Bye-laws and Cornwall Council Guidance
In alignment with the Bye-laws of Perranzabuloe Parish Council under Section 164 of the Public Health Act 1875 and Sections 12 and 15 of the Open Spaces Act 1906, together with Cornwall Council’s Statement of Practices, Policies and Procedures, all individuals providing services in public spaces must obtain landowner permission and avoid causing nuisance or obstruction, disturbance or annoyance of any other person, or intentionally obstructing or disturbing any Officer of the Council. Service providers must ensure that they do not block pathways, keeping pedestrian areas clear at all times. Failure to comply may lead to enforcement action. Permissions are granted at PPC’s discretion. Offering accessories for sale in addition to hair braiding services may be classified as street trading, requiring additional consent from Cornwall Council. As stated above, it is PPC’s policy not to allow Street Traders.
3. How to Apply
Individuals wishing to provide services on the path by the Inner Green must apply in writing to PPC at least six weeks in advance and submit relevant risk assessment(s) along with proof of Public Liability Insurance. Without these documents, applications will be automatically refused. Applications must be made each year. Applications will be considered at the next available Finance & Operations Committee which meets on the first Monday of each month. No trading or services will be allowed on the grassed area of the Inner Green.
4. Enforcement
PPC reserves the right to take legal action against any individual or business found in violation of this policy. PPC employs a contractor to enforce this policy. Those providing services without express permission of PPC will be removed.
Service providers who have been granted permission will be provided with the Enforcement Provider’s on-call contact numbers for the purpose of reporting any unauthorised persons. As service providers are regularly on site and therefore best positioned to observe and identify unauthorised access, they are kindly requested to report any such occurrences promptly to the Enforcement Provider.

Submission timing: PPC requests that all applications are submitted at least six weeks prior to the start of the provision of services. Failure to do this may impact upon the period when service provision can occur.

What happens next: Once all documentation has been received, the information provided will be processed and circulated to the Finance & Operations Committee members and the application considered.
Data Protection: The information in this form will be used solely for processing your service provision request. Under Freedom of Information legislation, PPC may be asked for copies of the application, which will be considered for release where appropriate. No personal data will be released without permission, nor any information subject to an applicable exemption under FOIA or the EIRs.

Why is a street trading licence not appropriate for service providers on the Inner Green?
The Inner Green is privately owned and permission is required from the landowner (PPC). This aligns to existing Bye-Laws for this area. PPC will only allow service providers (e.g., hair braiders, henna) to operate. Street trading is prohibited even if you obtain a licence from Cornwall Council.
What is the cost for a licence?
The fee is £1,000 for 2026. This will then be reviewed on an annual basis.
How will I pay for the licence?
You will be invoiced as soon as possible once permission is granted. Payment must be made before service provision starts.

How many service provider licences will be granted?
Only 3 service providers will be licensed (one per provider) due to health and safety considerations and the busy nature of the path by the Inner Green during summer.
How will the licences be enforced?
Any other service providers will be trespassing and asked to leave. Please report unauthorised providers using the on-call numbers supplied with your approval, or contact the office Mon–Thu, 9am–5pm.
Will licences be issued on a first-come, first-served basis? Yes.

Can the service provision be broken into smaller periods? No — the licence is for the whole season (whether or not you provide services throughout).
