Following consultation, an options assessment, numerous feasibility studies, and a series of strategic meetings, the outcomes culminated in the development of the Strategic Plan for the PPC Property Portfolio. At the Full Council Meeting held on 23 September 2024, as part of this strategic plan, a decision was made to relocate the current Library from Oddfellows Hall to the more spacious premises of the Old Bank, thereby creating a new Community Library. 

Earmarked reserves (EMRs) have been established to provide financial support for the project, with the remaining building costs expected to be covered by the 2025-26 Budget. If any suitable grants are identified, PPC will actively pursue grant applications. In such cases, the project timeline may be adjusted to accommodate the grant application process. Nevertheless, PPC remains committed to ensuring the project’s full delivery.  The aim is to open the new Community Library towards the end of 2025/start of 2026. 

Crossley Hill Surveyors will oversee the project as the primary project managers, while the Clerk will handle the administration and financial management aspects.  

It is anticipated that the successful contractor will also work closely with the Library Manager and their team to ensure that the needs of a library are fully integrated into the design and functionality of the space, aligning with the vision of creating a welcoming and effective community resource.
